Floating wind lens farms could triple offshore energy production
The Wind Lens is a new design for offshore wind turbines, turbines that would not only be quieter than traditional models but would also be three times as efficient.
The layout of the Wind Lens is a series of interlocking "hoops" with
turbines on the edges. The turbines focus the wind into the center of
each hoop, increasing the amount of energy generated.
They were announced at the Yokohama renewable Energy International
Exhibition 2010 earlier this month and will most likely be installed off
the coast of Japan in the next couple of years.

I don't know--probably some exorbitant amount of funding that will be siphoned from our clueless populace.
